GENERAL DESCRIPTION OF DUTIES
Georgetown County is seeking innovative, collaborative, and knowledgeable candidates that, under limited supervision, perform complex professional and difficult administrative work directing and coordinating all planning, zoning, and building division functions, including associated code enforcement.  The candidate must be solution oriented with the ability to develop and implement policies, programs, practices and procedures for efficient and effective results driven work product.  Exercises initiative and independent judgment while understanding and utilizing collaboration with the division teams, including but not limited to county staff, appointed commissions boards, and Elected Officials.   Establishes division goals and policies through regular team meetings and communications to develop short and long range plans thereby enhancing the delivery of services to the County’s residents.  Reports directly to the County Administrator under the Administrator-Council form of government.

ESSENTIAL JOB FUNCTIONS

• Supervision is exercised over all division(s) personnel. Management and support experience required.
• Works with committees and staff to recommend changes in goals, policies and programs and carry out the same.  
• Acts as the Planner-in-Charge (Chief Planner) and supervisor to the Head Building Official and Zoning Administrator.    
• Acts as project coordinator for planning functions related to County, State, and local capital projects related to planning, housing, transportation, etc.    
• Provides technical input to various fire, water, sewer and other public service districts as well as municipalities.
• Adept at public presentations.  Ability to communicate with poise and hear with purpose.  Prepares and delivers/presents multi-media programs to the general public through public meetings, presentations to elective as well as appointive bodies, press interviews, panel presentations, general public, etc.  
• Guides and assists staff in preparing annual reports, executive summaries of plans and commission/council reports.
• Directs the preparation and execution of annual departmental budget.  Budgeting experience required.  
• Helps in preparation of various grant budgets and applications in such areas as transportation, housing, water and sewer, right-of-ways, and other infrastructure related to state and federal block grants, etc.  
• Supervises the staff administration and enforcement of various zoning ordinances.
• Monitors the effectiveness of adopted ordinances to achieve stated goals.
• Assists in the development of and drafts comprehensive plans, planning ordinances, zoning ordinances and resolutions, community development projects, and modification(s) and/or new regulations to help the County achieve stated goals.  
• Works with planners, Planning Commission, County Administration, County Council and others as needed.
• Develops organization and methodology for data to be compiled and technical applications to be used.  Serves as point person for all consultants related to stated functions.   
• Provides technical expertise in areas of specialization to other planners and government officials.  
• Acts as the resident expert for the implementation, collection, and enforcement of Development Impact Fees.
• Provides assistance and management to the building division; manages the interrelation of planning, zoning, building, and stormwater regulations.
• Manages the Building Official in his building duties including flood ordinance provisions and hazard mitigation programs.
• Acts as liaison with the County stormwater division and possesses an intimate knowledge of the state and local stormwater management plan.
• Seeks Federal and State funding and technical resources for infrastructure and community development as directed by the County Administrator.
• Coordinates the department’s interaction with and assistance to other County departments, regional and state governmental organizations, private agencies, the Planning Commission, the Zoning Board of Appeals, and the public.  
• Provides needed support to Emergency Services during storm events and other hazard situations as they arise.  Must maintain attendance during EOC activations during storm events.  This employment position is deemed essential during emergency events.  
• Other duties as prescribed by the Administrator.  

Job Qualifications:

 

MINIMUM TRAINING AND EXPERIENCE
Master’s degree from an accredited college or university with focused course work in planning along with ten (10) years of management and extensive professional experience in local and regional planning.  AICP certification preferred.  Comprehensive knowledge of the principles and practices of urban, local and regional planning; comprehensive knowledge of public finance as it applies to planning; comprehensive knowledge of land use planning and zoning; general knowledge of the principles and practices of civil and environmental engineering as they relate to planning, zoning and stormwater; general knowledge of building code as it relates architectural standards and other development standards, general knowledge of coastal planning and zoning as it relates to environmental regulations and laws, ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, local officials, other agencies and the general public; ability to develop and execute methods necessary to build staff capacity, expertise, high morale and throughput in order to meet citizen expectations in a growth environment; ability to develop and execute frameworks to educate staff, development community, and general public for the effective execution of new ordinances and regulations.
