Job Duties:


• Serves as a link between County Supervisor, employees and public by handling questions, interpreting and administering contracts and helping resolve work-related problems with executive staff.
• Keeps informed about economic and legal issues involved in zoning codes, building codes and environmental regulations.
• Reviews project plans to coordinate project activity.
• Coordinates and supervises financial and budget related activities of the County including, but not limited to, development and preparation of the County’s annual budget.
• Provides advice and counsel to the County Supervisor on a variety of policy and procedural matters related to the effective administration of County government and its operating departments.
• Facilitates and coordinates multi-departmental issues, projects and concerns to ensure a comprehensive approach in managing County programs in the most effective and efficient way.
• Assist the County Supervisor by acting on behalf of the County Supervisor with operating departments, other agencies, state and federal representatives and the public.
• Supervises the review of agenda items and the preparation of County Supervisor’s recommendations on such items.
• Ensures that all public meeting rules and regulations are complied with and that Council’s goal of seeking community input and public participation in policy setting be provided for.
• Assists the County Supervisor in efforts to improve the County's public relations.
• Attends and participates in meetings of municipal councils and council committees.
• Makes presentations to legislative and other government committees regarding policies, programs or budgets.
• Performs other duties as assigned.

Job Qualifications:


• Bachelor’s degree in a related field;
• Five (5) years of related experience; Government experience preferred;
• Or equivalent education, and/or experience.

Special Requirements:
• A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
• This position is considered emergency essential and will be required to report to work during any declared emergency situation.

Knowledge, Skills and Abilities:
• Skill in creating and guiding implementation plans and new systems.
• Ability to use small office equipment and computers.
• Knowledge of budget recommendation and grant fund administration.
• Knowledge related to personnel management to include an understanding of County policies and procedures and inter-office policies and procedures.
• Comprehensive knowledge of budgetary principles within a County.
• Substantial knowledge of general administrative and/or management policies and procedures.
• Knowledge in leading others within the County guidelines.
• Comprehensive knowledge of personnel management and effective supervisory practices.
• Skilled in communicating effectively with others, both orally and in writing, using technical and nontechnical language to respond to inquiries from employees and/or the public.
• Able to provide effective leadership, motivation, and supervision to subordinate and related support personnel.
• Able to train, evaluate and coordinate the work of others.
• Able to understand and follow oral and/or written policies, procedures and instructions.
• Able to perform a wide variety of duties and responsibilities with accuracy and/or speed, at times, under the pressure of time-sensitive deadlines.
• Able to serve in confidential work relationship and to handle confidential material with tact and discretion.
• Able to interpret accounting reports and/or records, and to analyze accounting data for control and/or reporting purposes.
• Able to exercise critical thinking and to correct or propose solutions to existing problems, and to propose better and/or more efficient methods of organizing or performing tasks.  
• Able to exercise tact, discretion and sound judgment in addressing sensitive or confidential matters.
• Able to use integrity, ingenuity, and inventiveness in the performance of assigned tasks.
