Job Duties:


Performs complex professional and difficult administrative work directing and coordinating all planning functions, programs and activities of the County Planning Department; does related work as required.  Work is performed under the general supervision of the County Administrator.  Supervision is exercised over all department personnel. Establishes department goals and policies through regular meetings and communications with the County Administrator, County Council, Planning Commission, Water and Sewer Advisory Committee, SPATS/MPO; Receives input for goal formulation, policies and programs; Works with committees and staff to carry out communicated goals and policies and works to recommend changes in goals, policies and programs;
Supervises staff including the transmitting of policy and policy changes to staff and supervisors as well as overseeing of department's daily and long-term work effort and program; Acts as planner-in-charge in completion of RFPS' for consultant selection in such areas as:  County Comprehensive Plan; County-wide Thoroughfare Plan; SPATS/MPO Congestion Management Studies; intersection and signalization analyses; transit needs study; County-wide sewer facilities plan, etc.; acts as project coordinator;
Coordinates the effort and programs of the Planning Commission, the MPO/SPATS program, the Water and Sewer Advisory Committee and various ad hoc study committees; Provides technical input to various fire, water and sewer districts as well as municipalities; Prepares and delivers/presents multi-media programs to the general public through public meetings, presentations to elective as well as appointive bodies, press interviews, panel presentations, etc.; Helps staff prepare annual reports, executive summaries of plans and reports; Directs the preparation and execution of annual departmental budget; Helps in preparation of various grant budgets in such areas as highways (SPATS), ISTEA enhancements, special transportation studies, transit, infrastructure grants/loans for water and sewer, housing and E-911; Supervises the staff administration and enforcement of various ordinances; Monitors the effectiveness of adopted ordinances to achieve stated goals; Assists in the development of ordinances, modification(s) and/or new regulations to help the County achieve stated goals; works with planners, Planning Commission, County Administration, County Council and others as needed Performs related tasks as required.

Job Qualifications:


Comprehensive knowledge of the principles and practices of urban and regional planning; comprehensive knowledge of economics, municipal finance and sociology as they apply to planning; comprehensive knowledge of land use planning and performance based zoning; general knowledge of the principles and practices of civil and environmental engineering as they relate to municipal planning; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, local officials, other agencies and the general public; ability to develop and execute methods necessary to build staff capacity, expertise, and throughput in order to meet citizen expectations in a high growth environment; ability to develop and execute frameworks to educate staff, development community, and general public for the effective execution of new ordinances and regulations. Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning supplemented by a Master's degree and extensive experience in professional planning.  APA or AICP certification desirable.
