Job Duties: The purpose of the class is to provide guidance and assistance to the County Administrator and County Council for County Human Resource (HR) issues. This class monitors County compliance with applicable federal and state laws pertaining to personnel matters; manages the daily operations of the Human Resources Department including benefits, recruitment, retention, employee relations, training, compensation and classification; and performs related administrative, supervisory and professional work as required. The class researches and formulates long-range goals for the organization, develops policy and position papers, and negotiates with chief administrative officers and/or elected officials. Reports to the County Administrator.


Job Qualifications:

  • Education and Experience:
  • Bachelor's degree in Human Resources administration, business administration or closely related field;
  • Requires at least ten (10) years of related work experience including management experience.

Special Qualifications:

  • Must possess a valid state driver's license.
  • Requires a professional certification through SHRM, HRCI or IPMA
  • Must be able to obtain applicable Federal Emergency Management Agency (FEMA),
  • South Carolina Emergency Management Division (SCEMD) training/Certifications; and/or National Incident Management System (NIMS) training. Based on course availability, training should be obtained within one (1) year after hire.
