Job Duties


Performs complex professional and difficult administrative work planning, organizing and directing the appraisal of property for assessment purposes; prepares and maintains records, files and reports; does related work as required.  Work is performed under the general supervision of the Deputy County Administrator.  Supervision is exercised over all department personnel.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Planning, organizing and directing the appraisal, assessment and reassessment of property in the County; assisting citizens with real estate assessment problems and needs; preparing records and reports.
Manages subordinate supervisory staff in mapping, clerical, data entry, and appraisal and quality control departments;
Directs training requirements for certification of appraisal staff and ensures continuing education is met;
Administers South Carolina property tax laws relating to real estate in Spartanburg County;
Researches and records deed sales transactions, building permits, tax maps and research and review other market data;
Searches, discovers and list properties not listed for taxation;
Determines assessments and reassessments of real property in a manner that market value is uniform throughout the County;
Provides information for the public about procedures, applications, interpretation and function of the property tax;
Appears before County Council, legislative members, state agencies, other department heads, and public to present appraisal and reassessment information for educating and for public relation purposes;
Oversees reassessment project and implementation including model building for cost and depreciation tables, sales file maintenance for comparable sales program, multiple regression and statistical analysis;
Reviews and performs real estate appraisals; oversees operations of aerial photography, County-wide land information system for each parcel of property in the County; generates correspondence to and/or confers with taxpayers, special purpose tax district administrators, other department heads, Council members, legislative members and state agencies dealing with the implementation, interpretation and administration of property tax laws; Makes public appearances on TV, at civic club meetings, County Council meetings, and other places to explain the property tax in Spartanburg County; coordinates appraisal/assessment of manufacturing real property with the Department of Revenue; coordinates the use of data and information under assessor jurisdiction contained in the County's computer assisted mass appraisal system and the geographic information system; forecasts and prepares departmental budget and monitors expenditures; oversees departmental personnel matters; Delivers the real property assessment roll to the County Auditor; Performs special projects as needed at the request of County Administration.
Performs related tasks as required.

Job Qualifications


Comprehensive knowledge of the principles, practices and relevant laws of property appraising for assessment purposes; thorough knowledge of building construction practices for building and land values; comprehensive knowledge of the state laws, relating to property assessing; ability to read and understand building construction plans and specifications; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; ability to write clear and concise reports; ability to establish and maintain effective working relationships with associates and the general public.

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in real estate, business, economics or related field and extensive experience in the management of public assessment operations and mass appraisal processes.

Possession of an appropriate driver's license valid in the State of South Carolina.  Possession of a Certified General Real Estate Appraisal License or Certified General Real Estate Mass Appraisal License from the South Carolina Real Estate Appraisal Board, Department of Labor Licensing & Regulation.
