Under minimum supervision, must be mentally and physically capable of supervising, planning and directing the activities of the Information Technology Department in order to ensure the effective and efficient provision of computer services to County departments and other agencies, subdivisions, municipalities, and/or groups utilizing the County’s computer system/service. Responsible for the assessment of programming needs, training of personnel in the use of computer hardware and software, designing long-range strategies for organizationally efficient and cost effective computer service growth. Prepares and monitors department budget. Manages and directs all operations of the Information Technology Department. Reports to the County Administrator.


JOB FUNCTIONS (including, but not limited to)


  • Supervises the operation of the Information Technology Department including instructing, assigning, reviewing and planning work of others; maintains standards and coordinating activities; assigns workloads and establishes work schedules. Allocates personnel; selects new employees; acts on employee problems; recommends employee transfers, promotion, discipline, discharge, salary increases and/or approves employee discipline and discharge.
  • Reviews the work of subordinates for compliance, completeness, and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
  • Adheres to and enforces at all levels within the department and provision of IT services all County policies, ordinances, Federal and State regulations, including ADA, S. C. Ethics Act,  EEO, zero drug, and zero tolerance for sexual harassment programs, etc.



Requires a Bachelor’s degree in Information Technology, Management Information Systems, or related field  supplemented by ten to twelve years of IT experience, with at least three to five years of management experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience in addressing a wide variety of technology issues in an innovative manner required. Excellent interpersonal and communication skills necessary. Experience in imaging and GIS desired. Must possess a valid State driver’s license and have no criminal record. NCIC (National Crime Information Center) Clearance and/or Certification may be required as necessary.
